ActionAid International Somaliland (AAIS) is looking for a committed and experienced WASH Specialist - Engineer who combines passion for Engineering with social justice and has proven experience in quality delivery of WASH programs.
The Role:
The WASH (Water, Sanitation and Hygiene) Specialist - Engineer is mainly responsible for providing technical assistance for the needs assessment, design and implementation of all WASH related interventions in stand-alone and integrated WASH projects. S/he prepares technical drawings, Bill of Quantities (BOQs), supports procurement processes for recruiting construction companies for WASH interventions, supervises implementation, monitoring and evaluation of all WASH interventions. The role holder is expected to have proven experience in various types of water and sanitation infrastructure construction projects. The role is also involved in coordination of WASH interventions with sector clusters, peer organizations and local authorities.
Qualification & Experience
Education, experience & technical competencies.
1. Bachelor of Science degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, Construction Engineering, Hydrology/Hydrogeology, Public Health Engineering or a related technical field from a recognized institution is required
2. A post graduate degree in a related field could be an advantage
3. Certificate in Project Management from a recognised institution (added advantage)
4. Minimum five (5) years of professional experience in WASH related interventions particularly water and sanitation infrastructure (latrines in schools, health facilities, bore holes drilling, shallow wells, dams, etc.), and at least 2 years in management position.
5. Experience in working with Government Line Ministries/Departments and Agencies and Thematic clusters (WASH) at Local and National level
6. Proven experience working in areas with conflict and exposure to long term recurrent natural disasters
7 Experience in Humanitarian WASH preparedness, response and recovery
2. Familiarity with the context of the country
3. Knowledge in WASH procurement and supervision of contractors
4. Proven experience in development of BOQs, technical drawings and review and supervision of infrastructure development to ensure compliance
5. Proven experience in writing technical reports, donor updates and cluster coordination updates
6. Knowledge on project management cycle
7. Knowledge of MS Office suites
8. Proven record of capacity building and training skills
9. Proficiency in English and Somali (both written and spoken)
10. Ability to work effectively in a cross cultural setting as well as conflict sensitive and child sensitive programming.
11. Strong leadership and coordination skills
12. Desirable knowledge of and experience in Human Rights Based Approach (HRBA).
13. Knowledge in feminist leadership principles and approaches is desirable.
