It is the largest region by area and is located in the eastern part of the country. The region is predominantly inhabited by ethnic Somalis and has its own regional government with legislative, executive, and judicial branches operating under the Ethiopian federal constitution.

JOB ADVERTISEMENT – DEPUTY GENERAL MANAGER (DGM)

The Somali Regional State is undertaking significant initiatives to establish an efficient and transparent system for the exploration, management, and sustainable utilization of mineral and natural resources.

To advance this mandate, the Somali Regional Government established the Mining Enterprise through Regulation No. 212/2017, creating a dedicated institution responsible for overseeing the development, governance, and strategic growth of the region’s mineral sector.

The Government remains firmly committed to expanding employment opportunities for its citizens and strengthening the regional economy, with the aim of promoting inclusive and sustainable development across the Somali Region.

Position Title: Deputy General Manager
Reports To: General Manager
Supervisors: Departments as delegated by the GM

1. JOB DESCRIPTION

The Deputy General Manager supports the General Manager in leading and coordinating technical, operational, and administrative activities of the enterprise.

He/She ensures the continuity of operations by acting in the GM’s place during absence, while performing all delegated powers competently.

2. KEY DUTIES & RESPONSIBILITIES A. Support to the General Manager

Perform all tasks and responsibilities assigned by the General Manager.

Provide managerial support across all departments to ensure efficiency and operational alignment with the enterprise strategy.

Assist in preparation, coordination, and monitoring of operational plans, work programs, and budgets.

B. Acting Leadership Responsibilities

Act on behalf of the General Manager in his/her absence and exercise full managerial authority during that period.

Ensure continuous leadership, decision-making, and strategic oversight when serving in an acting GM capacity.

C. Operational Coordination

Coordinate day-to-day technical and administrative operations as delegated.

Facilitate communication between departments, ensuring instructions from the GM reach relevant units.

Support implementation of mining exploration, reserve verification, environmental management, and production operations.

Ensure the enterprise complies with free-market principles and mining laws when carrying out delegated functions.

D. Human Resource Management Support

Supervise staff performance in units assigned by the GM.

Participate in hiring, training, and capacity-building activities for assigned departments.

E. Financial & Administrative Support

Assist the GM in monitoring budget implementation and financial compliance.

Ensure asset management procedures are followed in delegated areas.

F. Governance, Reporting & Compliance

Participate in preparation of technical, operational, and financial reports.

Ensure that delegated areas comply with directives from the Authority, Management Board, and Mining Bureau.

Skills and qualifications

3. REQUIRED QUALIFICATIONS

The Deputy General Manager should meet the minimum job requirements listed below:

Bachelor’s or Master’s degree in Geology (or related Earth Sciences), Mining Engineering, Mineral Economics, or a closely related field.

Minimum of 5 years of management experience for Master’s degree holders, or 7 years for Bachelor’s degree holders, with demonstrated ability to lead teams and manage operations effectively.

Excellent coordination, communication, and leadership skills, with the capacity to work collaboratively across departments and with external stakeholders.

Strong understanding of mineral exploration, mining operations, and enterprise management, with experience in operational planning, problem-solving, and regulatory compliance.

Proficiency in Somali and English is mandatory, while knowledge of Amharic is desirable.
